A nationally recognized equity leader and public policy strategist, Amber Greene brings a distinguished career in advancing racial and economic justice at the highest levels of government to Baltimore.

Most recently, Ms. Greene served as the Acting Special Representative for Racial Equity and Justice at the U.S. Department of State, where she led efforts to integrate equity into U.S. foreign policy and diplomacy. Prior to that, she was the Special Assistant to the President for Racial and Economic Justice in the White House Domestic Policy Council. There, she directed the development and implementation of the Biden-Harris Administration's racial and economic justice agenda, overseeing the launch of hundreds of equity-focused federal initiatives and the equitable rollout of investments through the Investing in America agenda.

Ms. Greene's career spans pivotal leadership roles in local, state, and federal government, where she has driven policy change, managed crisis communications, and delivered results on behalf of various communities. From fighting hunger in New York City schools to ensuring equity in federal contracting opportunities, Ms. Greene has centered people and justice in all her work.

Ms. Greene has also played a key role in shaping federal policies to promote educational diversity and access, following the Supreme Court's decision on affirmative action in higher education. She has championed increased support for Historically Black Colleges and Universities, Tribal Colleges and Universities, and Hispanic Serving Institutions, while working to expand access to federal contracting and research opportunities.

As Director of OECR, Ms. Greene will lead the agency's work to ensure equity in city policies and practices, investigate civil rights violations, and promote inclusive governance across city agencies. Her portfolio will include civil rights investigations, equity analysis of city policies and practices, and strengthening partnerships with community stakeholders.

Ms. Greene holds a B.A. from the State University of New York at New Paltz and a M.A. in Public Policy from the Princeton University School of Public and International Affairs.
